+Fredrick Everson to help your case even more, saints row had crazy vehicles because it was saints row, a game that requires you to do wacky thing, while going to wacky places, most likely in fun to drive, wacky cars. Just cause had an infinite amount of parachutes and a grappling hook to get around, and they just kept upgrading it.

Just got the air land and sea dlc it's like €6,50 or something on steam right now, and really the wingsuit just makes it easier to traverse the map it's very difficult to actually hit things with the homing missile or the machine gun style thing. I feel like it's very situational. Sure it looks overpowered which makes it all the more rewarding when you do hit something. But it's not unbalanced.
The Air DLC is one of the best experiences I've had with Just Cause 3 so far. I didnt realise you couldnt re-oppress the place. I totally agree, that is a major fuck-up. I hope they fix that as soon as possilbe. I wanna do the whole thing all over again. Love this game.
