Uhh. No. According to lore, they were orphans Gero found whose parents likely didn't have ties to the Red Ribbon Army.
General Blue himself is canonically gay and also more into children in a less than family friendly manner, so 17 and 18 wouldn't be his children.

Hach'chan (#8) is not fully mechanical, at least not in the manga. In the Daizenshû encyclopedia, he is listed as a "biotechnological type jinzôningen", like 17 and 18. Meaning that he is actually a modified human being, hence the scars on his body. That is also why he eats, sleeps, can give some of his human _ki_ to Gokû for the giant genkidama, and that also explains why he was wished back to life along with all the earthlings at the end of the Majin Boo arc.
In the anime, it's a bit different, and he does have some mechanical parts in his body, especially in the movie Path to Power. However, in Dragon Ball episode 39, General White infers that 8 was created from a human corpse brought back to life as an Artificial Human (just like Frankenstein's creature).

Super android 17 and 18 and 21 are my favorites
1) you forgot : Cyborg Tao Pie Pie
2) DBQ : Android A, his whole body is made up from artificial cells that use Kachin instead of Carbon, and his DNA is made up from all the gods of Destruction + Buu ... unlike other Androids, this one was made by Bulma and was kept inactive, he is a fail safe product made to kill the gods, Angels, and both Zenus in case they decide to destroy earth or universe 7.

He absorbed the core of all the previous androids (just like 13)
I feel like I've already seen this sometime last month.
I would make a Bio-android that would have cells made from Shinjin, Namekian, Earthling and Majin cells. The reason is that these people are either gifted in magic or are very fast learners. The idea is to have the Bio-android develop potent magical abilities. The theme for it would be flowers and the clothing and attacks would reflect that with floral patterns woven into the Combat Gi, her signature attack would have spiritual lotus appearing around the fighters before draining the power from her opponent, making it easy to assimilate them. The attack would be called Harvesting Season. Appearance wise she'd look like a young female child in a purple and white kimono and kitsune mask covering her face. The only hint to what she actually is is her Namekian eyes and Shinjin ears. As the combat goes on however and she absorbs more energy she gains Majin traits like Android 21 including pink skin and snow white hair. She rarely chooses to go to this form despite the power boost as her normal child like appearance is often enough to lure enemies into a false sense of security and secure her an easy win. Her name is Lotus.

Why do you call the Red Ribbon Army the red pants army
#DBQ a cybernetic Kai hunter, meaning since all Supreme Kais are connected to the gods of destruction, a villain could create an indestructible android made of capture hakai energy and angel energy. And I'd have him or her going through universe and timelines killing supreme kais to remove gods of destruction from existence.

I've always found the Androids interesting. My favorites are definitely 17 and 18, which is why I get really pissed off when people say Dragon Ball would be better if they were killed by the Z Fighters.
I'm honestly curious... If the Future versions of 17 and 18 were redeemed instead of killed, could they have fused to take down Goku Black?
If I made an Android, I'd create ones similar to 17 and 18, being more human than machine, with myself as one of them. ^^

Well, honestly, I would create an Android with abilities to not just absorb Ki, but completely redirect and reshape it to suit his needs. And same with Thermal energy, allowing him to slow opponents by cooling them down with his chilling aura, creating Ice clones, and melting any armor and weapons with searing heat, equal to that of the sun itself.
I's say, creating such an Artificial Human would take at least 6 iterations, even if he was based of works by Gero and Hedo, thus his name would be V-7.

Description: Ian stands 6 feet 2 inches tall, has short blond hair and blue eyes(that turn red when he is angry because why not), and a build similar to that of Android 13. Powers: Super Strength, Speed and Durability as well as Energy Absorption and Projection, X-ray, Night and Thermal vision and the ability to fly.
Signature Ability: Ice Manipulation. Ivan can emit beams of energy with the power to freeze enemies solid, drastically lower the temperature of the area he's fighting in by absorbing the heat in the air and create ice constructs to use in battle.
Personality: Ian is stoic and cold hearted(pun intended). He will not hesitate to give his honest opinion about anything no matter who it might offend and will make no excuse for the moral failings of others or him self.
Favorite technique's: Ice Missiles(Ian creates and fires cone shaped chunks of ice with each with a very sharp tip) and Glacier Slam( Ian creates a large ball of ice and drop/throws it on an opponent as ether a finishing move against strong opponents or to one shot weaklings.

Does anyone else feel that Gero's androids are overshadowing the original Red Ribbon Army? That Dragon Ball can't really re-introduce Red Ribbon without making them all androids of some kind?
That does happen, but with good reason. The original Red Ribbon Army was almost completely wiped out by Goku. The very last remnants consisted only of _very_ few stragglers; the only one of which that ever got mileage was Dr. Gero.
Any other remnant suddenly gaining enough influence or power to even compete with the Z-Fighters without using the gold mine that was infinite energy and ki infused(assumedly) cybernetics would have to do so with something drastic, which can easily slip into being super contrived or too much of a convenience.
Androids are a safe and extremely rewarding way to introduce new antagonists or sometimes allies in some games, especially if their designs and abilities are really unique and fun. The opposite can be said for a non-android RR army antagonist; being super difficult with very little payoff to make a character that both has a valid excuse to be even SSJ level and also keeps the main theme and goal of the original RR army.
@@christiancinnabars1402 You are right about that. But I wish the original Red Ribbon Army could make a return in some way. The only other big players that escaped Goku's rampage was General Copper and Colonel Violet.
And in the world of Dragon Ball, filled with all kinds of crazy martial arts, science and magic, the original Red Ribbon Army could still make a comeback. Perhaps more powerful and wiser.

Abilities: enhance strength,speed, durability, and has the infinity engine like 17 and 18.
Technics: all of the saiyan moves.
Backstory: this person is based off of only saiyan cells. ( Goku,gohan,vegeta,nappa, Raditz, and future trunks.) And looks like normal saiyan. He was thought up around the same time as cell but was considered inferior to cell. So was put on the back burner in another lab in stasis to this day just waiting to reactivate.

I still don't get why they are called androids instead of their actual name Cyborgs. In dragonball z 16, 17 and 18's capsules even have a-16, c-17 and c-18. C standing for Cyborg not android; while a-16 clearly referencing him as android.
Then we go into the android 21 and cell who themselves aren't androids but neither cyborgs (since a cyborg is part robot) so... are they more experiments? Or Bio-warriors? Anyway, so why are they all called Androids overseas if japan still calls them cyborgs to this day?
Simple. They thought people overseas would get confused if some were cyborgs and other androids so he just called them all androids. Despite the word android meant "robot who looks human" not "cyborg, a human with robot parts".
I mean, kind of? Because the word used for the androids in Japan is actually “artificial human” which could really be used to refer to both an Android or a cyborg depending on context
