What I wish had happened in her quest is for Arlecchino to _actually commit to something,_ be it taking the kids in the divorce (leaving the Fatui) or simply admitting to her mistakes (such as how wrong it was of her to attack Furina as a first resort and subsequently psychologically harm her _further_ in their meetings) and resolve to being a better person; instead, we got a smug, unpleasant, miserable piece of work who's incredibly self-satisfied with herself for doing the bare minimum simply because it's more than what her _mother_ would do.

I don't think Arle's behavior towards Furina was wrong at all.
At the time Fontiane was on the brink of destruction and Furina, the leader, the person in power was seemingly doing absolutely nothing about it, she was just eating cake and making a fool of herself in court.
If the leader of my country was doing this kind of stuff while the country is in danger, let's just say I would not be very happy and kind with them.
Sure, knowing what Furina was actually doing changes everything but at the time Arlecchino had no idea so her behavior was justified imo

Arlecchino had no right, reason, or justification for jumping _straight_ to assault, and should've held that in reserve until _after_ having a few meetings with Furina. Arlecchino could've also offered to help Furina, but no, she chose to _assault and harass her instead._
Considering how often Arlecchino brings up "masks", it's _extra_ hypocritical of her to assume that Furina was vapid and unworthy. Further hypocrisy is the fact that, in Arlecchino's entire speech about Furina's inaction and lack of planning, not _once_ does she bring up any plans or ideas of her own.
Then again, that kind of behaviour makes a lot of sense when you realise she's likely both a psychopath _and_ a sociopath, and it explains why she has the demeanour of someone that believes their actions can be justifiable.

I haven't lore dived enough to know if Arle was doing work on her own behind the scenes but she was probably the only one who came quite close to the truth considering the trio attempted to investigate the core of the Oritice and being the first to realise Furina is not an Archon. I think this gave her suspicion that Furina as withholding information and thus the harassment and guilt tripping to perhaps push her into acting or sharing information.
Not to say she isn't an antagonist, considering how she does what she does she is pretty bad. But as far as fantasy world morals go, she is on the better scale than the others who are devoid of the Anti-Hero morals and their rhetoric.
