Housing cannot cost greater than 100% less unless people were being paid to live there. The price of any house that is "100%" less than it had been, would be zero. This is 9th-grade math.
Nothing special. All city growth is cyclical. What is old is new again. What is unwanted is attractive again when view after life experiences. The grass only appears greener on the other side of the fence until you move next door and see all the dog poop hiding in the grass. It's often best to stay in your home town instead of moving to the next city in the false hope of a better job or housing opportunities. I love my Edmonton despite some of it's short comings.
