Our experience was good, but not sure about deporting. May be they are deporting if you fail to produce documents, not sure if there is anything else.

So i agree with you but if you want to change people its administration who has to work harder.
      1. Introduce civic sense in schooling like Japan does
      2. Run ads on road safety, cleanliness and general awareness AND NOT Political ads
      3. Impose challan system and ensure rules are followed else challan will be there automatically. - In Delhi everyone around CP area follows traffic rules because administration is tight. Same people jump red light when no automatic challan system is there
      4. Impose population control laws and rules
      5. use MCD effectively
In a country like India where there is a blast of population and so diverse education system, it can't be fixed by people only it has to be by everyone and major role is of administration. Our govt takes income taxes from us but then for road you pay toll tax, they can't provide clean air so you bought air purifier now they call it luxury and take luxury tax. If Govt decides to take a stand people will follow by hook or by crook. But that's my opinion and we may have different ways to think and address the same problem.
