Is RA3 only for white bulbs or it can control color ones as well? You mentioned you don't recommend Philips hue for the whole house. What color bulbs would you recommend that go along with RA3?

RA 3 doesn't work to control color bulbs. RA 3 controls the dimming/switching but not the Kelvins. Some guys are recommending warm glow bulbs with Lutron to provide some natural lighting as the daylight subsides.
We don't recommend using Philip Hue or the like for whole-house lighting as the mechanisms/apps to control these aren't as robust or reliable as you see with Lutron. I think Lutron Hue is great for a light or area but I would think very hard before flopping in 100 of these.

What is the Lutron solution for smart outlets that handle more than 2 pronged plugs?

Offhand I don't know of any smart outlets that Lutron makes. They make devices that are smart that plug into standard AC outlets. All of their devices have a ground. There are other manufacturers that make smart outlets (ex: Leviton).
