My absolute favorite part of the Kimberly Cheatle hearing was when one the Congressmen asked her, "Do you know what H. Stuart Knight did after the assassination attempt on Ronald Reagan?" And she went, "He continued to serve on?" and the Congressman correcting her, "HE RESIGNED!"
It was hilarious because you basically see the "Oh..." written on her face despite her not saying anything. And now she wisely followed suit by resigning herself. It was overdue, and likely she was asked to do it, but at least she's out. Maybe she can go back to working security for Pepsi (no joke, that was her previous job after she left the Secret Service some years ago).
Julia Pierson, first woman as Director of the Secret Service, resigned 01 October 2014 after repeated breaches of White House perimeter. No one was injured. But the House called her to task and she resigned because "Congress lost confidence" in her ability.
I've never understood why companies choose to hire former law enforcement officers to be security managers. Law enforcement is reactive. Security professionals are proactive. Teh goal of security professionals is to prevent or avoid adverse events. And if the event occurs - mitigate the consequences beforehand.
Safety and security are both professions that use statistics as the basis for risk management.

After retiring from the military after almost 28 years in uniform, I then did almost 16 years as a Military civilian civil service employee. When things went south, the default action by higher level supervisors was circle the wagons and "Protect the Installation."
Protect their careers and screw the minions.
Notice how dangerous the slope of that roof is and how difficult it is for those people to stand there without falling off. Also note how hot it seems to be... how were those people able to stand that heat.

Note that the 2 SS sniper teams were on the roofs and that the south team diid a 180 when the shooting occurred. Those teams used the higher slope to position the tripods at the peak of the roofs; that is not possible on a 1/12 roof due to stress on the knees. Check out other comments and you will find this statement.
Ive heard that the high for this day was only 74 deg. Is that possible in July? Maybe in Penn but seems like it would be hotter. No excuses being cut here as Im on the roof all day in FL in 95+ deg heat. I dont want to hear their whining....lol

But Four Phase Polygraph Examinations by an Expert (FPPEbaE) will reveal the truth because they cannot be beaten.
Challenge the usual suspects to take a FPPEbaE and if they fail to accept that challenge then it is reasonable to believe they have something to hide and therefore they have de-selected themselves from their job and as such their pensions should be removed.
This will reassert standards in public service appointments.
But it'll be a step in the right direction. Get a real director.
I've never heard nor has anyone asked who was actually the approving agent for this affair? It wasn't Cheatle. One reason she couldn't answer questions was she was not a principal here. The buck may stop with her, but someone else made or approved all the bad calls. That's who should have been before congress to answer questions.

To believe that the secret service is this inept, to leave that roof, which was for all intents and purposes a shooting range, to leave it uncovered defies logic.
Only, technically, they didn't. It was the responsibility of local law enforcement and actually had three officers inside including a sniper, while the assassin crawled around on the roof. So who is really to blame?

According to Col Paris under oath at House Hearing day 2: Butler ESU tactical unit counter sniper teams were assigned to be ON the roof of shooter bldg. They said they instead stayed inside the building next door on 2nd floor “because it was 90 degrees outside.”
Then “ESU tactical units left the 2nd floor to investigate suspicious person while shooter climbed the roof and took shots.” - speaker of house
It hasn’t been revealed yet if those county snipers relayed that they left their post. But yes, why didn’t SS notice that no one was on the roof as directed. Or did they approve the local snipers to change posts.
@@ukmediawarrior both the US SS and the local law enforcement. Locals had the duty to secure that location and didn't. USSS should have had appropriate oversight to know that the area wasn't properly secured. I'd add thirdly that the rules of engagement were a MAJOR component of the problem. The countersnipers saw the suspect and did not engage because weak-kneed political types felt "do not fire unless they shoot" was the most appropriate standard; they engaged in seconds and neutralized the sniper
@@EchoKilo I get that, but considering how stretched they are in manpower, they HAVE to assume the locals are doing their job. Yes, the buck stops with the USSS, but on the day they were busy doing their jobs and expected the locals to do theirs.

Regarding "No common radio frequency", there is no need for one IF....IF...IF the Command Post is properly equipped and manned.
We had a liaison from all of the organizations and agencies in the CP, along with the Unified Command and dispatchers relaying information and command instructions as needed. All of those liaisons were in radio comms with their organization.
The time it took to get information to everyone in the operation was mere seconds, as when info was received from whatever source, it was immediately broadcast on the various radio nets and generally over the local LE frequencies.
This was a Command-Post failure compounding a planning and perimeter- security failure.
That may be true but what is the excuse to not have one single common frequency??
@@rockmusicman21not all agencies use the same type of radio. Some radios are on an encrypted frequency some are not, some are UHF and some possibly are VHF. There's multiple reasons and it could simply be a matter that they're older tech, especially when you're talking about local law enforcement
And as the original commenter said, this 100% is a command post failure. I work 20 plus years as a paramedic and is a reserve deputy. And I took part with several high-profile events including presidential candidate and presidential visits. In this was exactly what was done. Because when it came to the ambulance services in EMS response we were on a different type of radio and did not have commonality with the state or federal agencies but we did with the local.
And it was solved easily by having layers owns in the command post. Just played out on several occasions where we had medical emergencies, Federal agency made the request for EMS response and that was relayed To Us by the command post.
Some of the SS radios are too advanced to do simple comms. They might be set with a policy that disables unencrypted transmission. They also have encryption that police might not have access to. That's why they need someone at a command post to relay messages from all parties with comms. The SS should have known about this in about 5 seconds. Having everyone on the same frequency would have made things worse because everyone would be trying to transmit at the same time. This stuff is planned for weeks ahead of time because local law enforcement is going to ask how to contact the SS in case there is an immediate threat.
@@rockmusicman21There are many, but the normal reason is that it's anarchy to have everyone try and transmit at the same time. Apparently the advance team didn't test every radio scenario with local law enforcement. That's really weird considering the SS drives around with a vehicle that is dedicated to jamming RF. They also said the kid had a transmitter for an IED in his car. Was the SS jamming during the event?
The Secret Service left the door WIDE open for this to happen - AND IT DID.
They not only left the door open they encouraged it.
The locals assigned to guard that position also allowed it to happen. Too hot so they went inside.

Her demeanor under questioning was dismissive to all questions. She may have thought her appointment made her above reproach and untouchable.

@@IDoBeSmarter The photo of the shooter on the concrete was taken not taken not by the SECRET SERVICE, but by the LOCAL cops in the building behind the shooting building. The local cops were also supposed to be on top of the building but were allowed to be inside because it was 'too hot' on the roof.
Local police was inside the building nearby with clear sight to that roof, but they left their position to search for Crooks. Big mistake. And secret service snipers spotted crooks on the roof, but weren't sure who he was or what was going on, they were too hesitant until Crooks started firing.
Did they decide to leave their position or were they given orders to? Why would both leave? Why not interview them instead of these guys.

Interesting, that the marksmen looking out of the second storey room window, managed to spot the suspicious assassin but when the assassin was on the roof, 25 yards away for 2 minutes with a rifle with scope, they somehow couldn't see or hear the shooter from the same second storey room window.

There was one detail that you missed in here and I watched most of the Secret Service and DHS hearing was that two of the officers that were inside that could’ve seen crooks on the roof were missing because they were going out and looking for crooks
and they are the very same that found him on the roof.

Complaining about how prevalent encryption is getting for communications is a bit rich given that it's only so prevalent due to the invasive data collection policies of federal agencies
When doing an interview to the public what are the odds they can't say "We already had the exploits and had all the shooters data in 20 minutes because we have an engineer that works for this telecom"? They have to act frustrated and say they need more time so they can come up with a parallel construction story on how they got in the phone?

Actually super weird. Why do the first 3 sound like they are a few hundred yards away, then the next burst is super loud? All the people yelling in the background sound the same so I don't think they were covering the mic at first or that the mic was maxing out. I've seen another clip from a slightly different perspective (can still hear the lady yelling for Ross) but the shots sounded much more similar. Something doesn't add up here.
During the 1960's - after graduating from Naval OCS and CIC (Radar) School.............my first ship was an aircraft carrier.. The Captain was a WWII Naval Aviator. During my 30 months on that old Essex class carrier I was continually impressed with those WWII veterans. To this day I I still think of them.
It's no wonder they are called "The Greatest Generation"

Unified command post? I retired 20+ yrs ago from a 25 year career as a firefighter, my last assignment as BC in charge of Training for my city. In those days, the Feds pushed the Incident Command System which calls for a unified command post to facilitate coms between the various agencies involved in a major incident, mostly haz mat but also the beginning of active shooter school drills The most difficult aspect was getting the police agencies to “buy-in” to the unified command post concept as they often insisted on setting up their own police command vehicle a-art from the other agencies. BTW, in the critique of the response to the 9-11-01 attacks, it was noted that even in NYC Police and Fire had their own command posts apart from each other. I would have thought by now that these lessons and response models would be fully incorporated into emergency response. Apparently not.
Could be an unfortunate side effect of America's proudly decentralized governance structure, where every organization would rather assert its sovereignty rather than readily recognize and defer to any higher level.

You don't refuse to answer questions you received in advance unless you're hiding something. Is it incompetence? Is it criminal activity? We don't know. And nothing the Director did or said increased confidence in the Secret Service. Honest, competent people don't avoid answering honest questions. These are frightening days.
Just from a security detail perspective, it's really hard not to think more people aren't involved. Parties aside, this was the most epic failure of a protection detail.
Reagan getting shot from close range was worse. He was a sitting president and had a full detail
Just after 9-11, I attended a LEO demonstration hosted by a county sheriff's office. What was being demonstrated was a then-new communications system housed in what looked like a bus-style RV. What this system demonstrated, was that it could take radio traffic from any law enforcement frequency - VHF Lo, VHF High, UHF, you name it, and process them through this system and redirect them onto any other agency's frequency. Long story short, disparate agencies on diverse frequencies could talk to each other without replacing or modifying their existing equipment. The advantage that this system could give to law enforcement, disaster relief and emergency management officials is obvious and goes without saying. The bus was big enough to also act as a mobile command center for the reps from the different enforcement agencies to be together in one spot.
So my question is, if this capability has been available for over 20 years to even local law enforcement, then WHY has it not been exploited by an agency with the budget and obvious need such as the Secret Service? The Secret Service is always bemoaning that communicating with other Law Enforcement Agencies is difficult, but it really hasn't been for decades, and I imagine with the current technology it would no longer require a bus-sized vehicle to accommodate it.
Screaming at the top of your lungs always helps the situation.....

At least he answered. Cheadle spent an entire hearing playing the role of a pull-string doll with two phrases and zero answers.
In my country (the Netherlands) we are used to that politicians wait with comments or this kind of crossfire questions until the investigation is done properly. This early back and forward questioning is more show then doing good. Let them investigate and THEN asked the questions, based of a report. Not on an ongoing investigation.

I am in Roofing. I've climbed 15,000 roofs. I will agree with one thing said here that it is hot up on that roof. However that roof is what we call a flat roof.
If only we had one agency to coordinate all these other Federal and local agencies........... WE DO, IT'S CALLED THE FUCKING DHS.

I can confirm that standing on a white roof in the hot sun is brutal. The white coating is there to reflect the suns rays to help keep the heat absorption down; and when you're standing over it, it acts like a mirror. So the heat is beating down from above and below and it's bright and blinds you. I'm not saying SS couldn't be up there-- but they certainly wouldn't have been comfortable.
Being inside the building was not a problem and was not a mistake because from the window the 2 local cops or state troopers assigned to guarding the roof that the shooter shot from; could see the entire roof. The problem is that they left their post; they left the window; which was the biggest mistake through all of this. They went downstairs to look for the shooter instead of guarding the roof. And if all of this is to be believed; it appears that just as they walked downstairs and began looking for the shooter; the shooter just happened to get up on the the roof and begin shooting. So the mistake was they left the post; not that they were not on the roof. The big question that COngress was too stupid to ask Wray was whether they were told by Secret Service to leave their post and look for the shooter or if they took it upon themselves to leave their post and look for the shooter?
According to Col. Paris' testimony 2 days ago, they were ordered to leave their post. My immediate question would have been, by who? But nobody asked.

IMO Representative Mace did not violate the House Rules of Decorum by her characterization of the witness' responses. Any other language would be inadequate.
My brother was a Federal Agent from another agency but assigned to assist the SS during another campaign. This is common practice but they were deployed at the periphery and not to the primary person being protected. In these deployments, he was assigned with local law enforcement to ensure that their area of responsibility was being actively secured. I’m concerned by the report of no one being on the roof for several reasons. There was a local, small town shooting near me years ago. The police secured the area and while being inattentive the shooter walked out of the woods and shot a local officer. My thought was why would a law enforcement officer go “lazy” when operating at a rare, unusual event? Completely unacceptable……

Ignore everything that she did or didn't do, or then again perhaps did do or whatever conspiracy she was part or looked the other way to avoid seeing. Now that is not just a boat load of things I'm asking you to ignore it is a fleet if not even an armada, but bear with me. I'm not the sharpest knife in the drawer, but even I know you never answer a leading question, and she accepted leading questions. I don't know how US courts work, I'm not even sure of the difference between English (and Welsh) courts and the courts in Scotland. I don't know if leading questions can be asked and you have to go through the formality of your solicitor or barrister objecting (if they are not asleep) or they have just cut that out to avoid the formality. Leading questions set you up to fail. The old standard example is, *"Tell me Sir, do you still beat your wife?"* Obviously, there is no good answer to that. So how can the head of the Secret Service doesn't know you don't go down that road? That in of itself is something majorly wrong.

I think she willingly went in as a lightning rod. Take all the hits from the Representatives and resign. Now the new person can say "Hey, it was not me." And some Dem-friendly corporation will hire her for a do-nothing job with a huge salary. DC rewards loyalty.
