All medical items treat all wounds, some are just _more effective_ at certain types. You can use rags from salvaged clothing, though it increases infection chance, but that goes away if the wound heals _(rags also take longer to fire than other types)._ You can also amputate an infected limb. Using the "correct" type just increases the chances, bandage and splint e.g. by 20%.

I guess you did not destroy the last crates and evac due to finding a valuable. At least previous patches were like that iirc, could be wrong tho idk, I did not play this patch yet lol
