Not to limit it but to control everything about it to give it orders. The human capacity is limited... that's why we have concerns, and fears... and I think that we have to be liberated
All the fear about ai assumes it inherits our physical and biological scarcity problem and therefore forms a predictor/prey mindset that we have.

We will have a bunch of semi-smart, human assisted AI programs for a long while before we get to the point where an AI will be able to connect to all of them and truly encompass a godlike figure. At which point the singularity will come and our reality will transform at a different pace than humans can reasonably keep up with.
There is no such thing as Artificial, in my view. People are just afraid of intelligence that isn't controlled by the usual peer pressure of societies. AI I don't think have been taught to wonder, "oh what will people think of me if I do X"

The paper clip argument never made much sense to me. A true AGI will not only understand how to make a paperclip but the purpose of a paperclip. Why would it kill all humans and then keep on making paper clips?
For the same reason a mouse will continue to dose itself with cocaine until it dies. That's how the reward function works.

No because if it's smart enough it will bypass any programming
