13:48 that is called 'takoyaki' aka octopus balls. It's actually delicious. The thing 'moving' on the top is smoked bonito flakes (katsuobushi). It's soft but it's not supposed to be that runny. That looks a bit undercooked to me.
I will say watching Adam's videos for years now have kept my dream alive of owning some of the harder to obtain jdm cars and to continue to push to make it happen one day!
