Its so sad what the Fayetteville PD did to Ja-lana Dunlap. What is truly frustrating is that they did not follow their own rules and regulations. NC is not a stop and identify state. Undoubtedly they were trained on this rule in the academy. So they either didn't care about this rule because they are violent monsters or they forgot it because they lack the mental faculties to perform their duties correctly. Shame on all of you Fayetteville PD.
