Seeing has the pcb is burnt and carbonized between those GI traces and pads it will create resistance and continue to heat up and get worse over time. Carbon is conductive. You need to scrape out any and all carbon from the pcb to prevent this from shorting and heating up. Replacing the incandescent bulbs with LED's will also help in the long run because they don't draw as much current.
