I think the issue relates to "The paradox of tolerance" which states that "if a society's practice of tolerance is inclusive of the intolerant, intolerance will ultimately dominate, eliminating the tolerant and the practice of tolerance with them." In this case, I believe people regard Islam as this 'intolerance' as Islam has not undergone a reformation and does not mix very well with secularism or European values. There is also the issue of 'cultural erosion', Muslims usually have higher birth rates while most natives in Europe have lower birth rates and so overtime this may lead to Islamic culture becoming more prominent than the native culture of that country.
It also links to what Gadafi, former leader of Libya said: "We have 50 million Muslims in Europe. There are signs that Allah will grant Islam victory in Europe without swords, without guns, without conquest will turn it into a Muslim continent within a few decades." ~ Muammar Gaddafi.

Leaving the EU hasn't "worked" because we have a pro-EU, globalist government. For example, we haven't left the ECHR and the government (even though permitted by law) refuses to turn the boats around. As far as legal migration goes, it is the government who has decided to set the bar so low in terms of things like wages and student visas.
So, this has nothing to do with Brexit. If the government wanted to, Brexit allows us to stop all immigration tomorrow. That fact is, though, that this government is either incompetent or unwilling.
