I put my welding cart together this way - 16 gauge/1.6 mm square tubing. One trick I learned about locating tubing is to cut shallow notches in tubing to “capture” the open ends of square tubing. If the notches are deep enough, all of your joints are line-to-line.

I’d recommend avoiding the practice of filling gaps with shims or any other item. It’s best to just have the right fit up in the first place, or lay down a bead to lessen the gap.
If you weld the gap with the shim in it and match the weld size with the opposite side, it would appear that you have a very minimal fusion on the upper tube and it potentially could fail. It would appear that the effective weld on the side with the gap would be 1/16" - 1/8 " because the shim is not completely fused into the thickness of the tube wall. I prefer to weld a bead totally to the bottom piece and then build the second pass half way up the first weld and onto the upper piece. There's a really good chance that the second pass will fuse all the way in and completely grab the thickness of the tube, along with washing up nicely onto the upper tube and feathering smoothly into the initial weld.
