I already knew Lantern Rite wouldn’t come until phase 2 so, this is what I expected. I got Citlali and don’t really care if I get Mavuika, but I do feel bad for the people who were hoping for the extra primos and realized they weren’t coming until phase 2.
Also, although I’m not trying to say the way the banners were handled wasn’t done on purpose, Chinese New Year is coming on Jan. 29. So, it makes sense Lantern Rite would come out around that time. Even before the dates for Lantern Rite were confirmed, some channels like this were speculating if it was even possible for Lantern Rite to appear in phase 1 or if it would be too early. Then again, that was before we knew Mavuika and Citlali would be on the same banner (it was thought to be Mavuika and Arlecchino I think).
Chronicled Wish banner sucks anyway, if there's no Faruzan to add in a C6, then even if I were to pull him now.. Xiao would still feel incomplete without his spear and proper team.

I don't have Faruzan, and I don't know how long it's been since Faruzan has even been on a banner (I started playing Genshin back in October). Currently for me, I'm doing some kind of hyperbloom and/or overload team. I was believing maybe Xiao could be useful for the plunging when I can use Ororon to group and distract everyone together. I also wanted him because...well, he's my only favorite character in the game besides Collei.
You should pick whoever you like, but for an starter account, having a good 4-star is a previlege, imo you should prioritize: Ga Ming (absurd DPS), Lan Yan (great sustain and driver if u want), Yaoyao (amazing heals + dendro reactions), Xingqiu (amazing applicator for normal attackers) and Xiangling (best and only pyro sub dps 'till this day + will get a new skin and can dps if you want)
Im pretty sure you need to be ar20 and finish the Mondstadt archon quest, and for the free characters I recommend not get Xiangling because she is free unless you want to get her early or get her constellation
