This is actually a really good tier list, I agree with most of your decisions with only a few exceptions imo being misplaced but otherwise great job! Keep up the good work and best of luck for your channel!
This game is way more balanced than people give it credit for almost all the characters have one shots if you can pull them off properly. The only characters that are objectively better than the rest are the ones with evasives.
It would depend on 1s or 2s, skilled or not, and other such factors including general preference cuz there could be 2 S tiers for getting high ranked in 1s but they are completely different playstyles. Imo u should jst ask for a tierlist for individually 1s or 2s i think this tierlist is jst a broad general one.
I feel like high level play Rikka goes kinda crazy since you have a frame 1 block bypass and Barrage an evasive which deals dmg and you can combo extend with and extra mode gain I also think aizen and lucci are pretty low considering how viable defensive characters with an evasive and counter are at higher level play
kirito is way too high, his only reliable guardbreak in base is cancellable and his double-use moves are time-locked to 10s after the first use (except thermal element) pui pui is WAYYY too low, he's probably top 10 imo Rukia should at least be low-mid A, her awakening isn't really crazy but her base is absolutely broken (especially because she has an evasive)
Her mode is very bad, and going based off the average ABA player, I just believe all the A tier options are better. Honestly, for me, Rukia would probably be around A tier, but I was taking the average player into consideration.

Kinda disagree with afro and illya placements being too high. But good tierlist I think. Afro only has 1 extenders and his jump move is cancellable, doesn't do alot of damage and very easy to punish but his mode pretty good. Illya's hp isn't the only that's bad with her since she really only has 3 moves and they are all mid, plus her mode can still be infed lol.
Totally understand, I think Afro may be around B tier for the average player, but I think I forgot to say that another factor that made him so high was his low cds and counter. Thanks for the comment!

Pretty good tier list everyone always underrates android vegeta alot. I think tatsu can go much higher she is super underrated.
Kiritsu is underrated, i think it should be in the S tier, it literally has everything and a 1 shot combo thats fairly easy to peform

But some characters like Gogeta can hit a one shot combo much easier than other characters because his skills are easier to hit and connect on combos

This is based off the average player. Using a character like old joseph vs ragna isn't gonna end very well. Also, show some respect.
