This sounds so scary and terrible, I'm sorry to hear about this. That's absurd that they wouldn't let them carry ropes. I'd thought there were cushions or mattresses or inflatable devices that could be put outside of windows when fire rescue and victims need to jump out from a window? Were those still used and they just didn't do enough? If not, something like that should've been available, and they should always have that available to them for any type of building emergencies where people might need to fall/jump out.
IMHO, with all due respect you don't have to use the term "FDNY'er". Why not just say FDNY? Everyone knows what you mean and it is more respectful because it is more formal and less "your thing".
