Quarkus "website" is Platform, but you are not obliged to go through that and you can just make a Quarkus 3 app and use Drools v9 it was already migrated to Quarkus 3 long time ago.

This tutorial made for Quarkus 2.11 and is not working anymore because Quarkus website defaults to version 3.
