Elsewhere one of the Building Science documents talks about how much more water vapor infiltrates the envelope via air, rather than capillary action.
I think that would suggest air sealing is important to reduce moisture.
Keep out liquid water, and allow to dry.

I think that IKEA instructions are a good example of instruction sets that don't require english or any conventional written language. People like to criticize them for being hard to follow, because sometimes they are. However, I have built furniture from their competitors and the written instructions in english add very little value compared to having multiple accurate diagrams. Another example would be origami instructions, or wiring diagrams. You have to learn to read the diagrams, and more than likely someone will have to teach you in your language to help you get started. Once you understand the rules and how the diagrams translate to the real world, language no longer matters.

He talks a LOT about moisture issues so the controlling moisture seems to be most important. Moisture will degrade the structure (and create health problems). This differs from what we are focusing on: the air barrier

Or when looking at it through a different lens, implementation and communication could be a control layer. If the right lessons weren't learned, or the right information isn't thought, the same mistakes will continue to be made.

Concrete, steel and mineral wool. No food for mold to feed off of and grow. More light and air flow.

Have you looked at Styro-Crete (in place of the Mineral Wool)?

I'd like to see more contractors spend more time at their own sites. I work with both sole proprietors who are always there and others who hardly show up. Both might be knowledgeable and experienced but if they aren't around, how does anyone know what is being done correctly?

CEDA Weatherization folks- what do you think is the most important control layer? Why?

I want to know what he has against Portuguese speakers.

Based on my work in 17 other countries, there was more communication problems in Brazil and Venezuela where most of the people I worked with spoke Portuguese
      vs
The countries where Spanish was primarily spoken in other S. American countries and Central America.
As an English speaker relying on translators and working on complex and technical subjects (gas turbine overhaul and repair) it was much harder to get concepts across in Portuguese.
Note I was told that a native Portuguese speaker could learn Spanish fairly easily but native Spanish speakers struggled to learn Portuguese. I don't know if that's really true, it was from a language school recommendation when I was choosing which to learn (paid for by my company). Unfortunately, I didn't go to the school as I was assigned to Singapore instead, but that was actually awesomeness and I LOVED Southeast Asia!
