If we write all letters with nikkud, then all letters are with nikkud, except the ones that can't get a vowel like ם mem sofit for example. Since ך chaf sofit can get a vowel, the shawa tells you that there's no vowel in this case.

Yes, shwa in Hebrew is sometime pronounced as E
