In order to complete this Side Quest, you need to climb to the top of the Solar Tower and free one of the Drones. Once you do that, go back to the operating panel and interact with it to restore the power.

Move the yellow box, jump onto it, jump up. All there is inside is a can

Yeah you just can't move the yellow box too close. You have to jump from a bit away from it.
