Interesting, but I think the process goes way too far prior to the point they say "in case the family wants to say final goodbyes." I don't think they'd appreciate seeing their loved one all that wrapped up and with cotton stuffed up their nose and their jaw tied shut! Let them in before any of that is done, and take care of ALL the "last offices" after the family has left!
That is only if it's an MI and a coroner needs to investigate. If they died of natural causes ( eg terminal illness) then there is no need to leave the catheter and iv in.
The patient is not likely to be misdiagnosed dead. Prior to the care, the nurse is supposed to do his/her last vital signs after respiration has stopped just to be sure. Plus, the cotton swabs are very necessary in order to avoid fluid drainage and cross infections.

Exactly! After the physician certifies the patient dead, the relatives are to come and say their final byes just before the nurse starts the care.

What about if the dead person is misdiagnosed as dead, it won’t have a chance to breathe because of the cotton balls you put inside the nostrils

The rule is to listen to the heart for 2 full minutes. There’s other things that don’t happen to live people
