I love how it doesn't matter that Bono is falling all over the place he's just singing and talking like he's on solid ground. He did manage at the very end to balance on that rail...so great, it's antics like that that make Bono so fun to look at.
You really have to give him credit for not giving up so easily! :)) He also climbs back again and again until with some help, he manages to stay there and finishes what he wanted

It's called lap steel guitar. The "steel" being a bar that's used to fret the strings, instead of the fingers (though I think Edge is just using his fingers). "Lap" because it's scaled down version of a "pedal steel guitar" (same idea, but with foot pedals too) that you can hold in your lap, though Edge has it on a stand. Such "steel" guitar is a common instrument in country, not rock. There are famous rock songs that make use of it though -- Red Ryder's "Lunatic Fringe" being one.
One of them is a Nicole song called "A Little Peace". Nicole is German (get it?). Her song won the Eurovision Song Contest in 1982 - a year before this concert. You'll notice Bono mentions the Eurovision contest just before he starts singing these "other" songs. The other one that I could distinguish is probably more obvious to everyone - it's Wilson Pickett's 1965 song called "In the Midnight Hour".
Got to be the least charismatic intro to a live song ever. I know U2 were critisced for being intellectual lightweights at this stage; they didn't really help the cause with performances like this.
