He doesn't own his sprites but in terms of animation, montage, dialogue script, sound effect placement, choreography it IS one person making it all. Hyorinjutsu is a god among puny men.
I think the reason why he used the goku sprite of him moving forward in ui alot is because there isn't all the many close up movement sprites you can incorporate into an animation like this online. He often used models from games and on the internet to animate with so if there isn't a sprite that fits a certain action or very few he's limited on what he can do.
In the manga, the very first time we see Black Frieza he showed up and killed Gas in 1-hit, and 1-shot both UI Goku and UE Vegeta after they had been healed and potentially got zenkai boosts from their fights with Granolah and Gas. So yes, he is that serious.
