Yes, i would certainly question the idea that those below the poverty line don't qualify for enlightenment, i don't think that's what he's saying.. at least that's not what I think he's saying. I think he's saying that most of those below the poverty line are primarily interested in bettering their material situation and won't be concerned with these deeper life questions.. thats all. I can recall many cases of very poor people attaining enlightenment.. starting with Ramana Mahashi who was staying at his uncles after his father's death.. which was tantamount to financial ruin at that time. Vivekananda had hardy enough to eat when he met ramakrishna... there are many other stories.. Buddha was sitting and sleeping under a tree eating one meal a day. So definitely take his comments with a grain of salt. If you are concerned with these deeper life questions in spite of whatever circumstances you have, then what he says doesn't apply to you, In another talk he mentioned an incident that happened when he was with Nisargadatta. A man traveled from Bangalore to Bombay just to see Maharaj and he was so poor he couldn't afford even train fare, he just got off when the inspectors came and then got back on the next train. Anyway this man came to see Maharaj and Maharaj arranged for somewhere for him to stay and at the end he offered 100 rupees to Nisergadatta (that he didn't even have for himself).. Maharaj took it and gave him a clean set of clothes from his own property and gave the man 200 rupees.
