Those presidential beasts are actually built on GMC/Chevy medium duty truck chassis. The armored bodies are built to resemble Caddy limos. The headlights, tail lights and front grill with the Caddy emblem are the only actual Caddy parts.

The vehicles with the red lights (Chevy Suburbans, Ford F350, and the Cadillacs) are all US Secret Service vehicles that goes with the US President. The red and blue lights are standard in all US law enforcement and emergency vehicles. It's not like the British police vehicles were especially equipped and had red lights installed just for this convoy. If you notice all the British vehicles only got the blue lights.
I don't know, maybe because they are based in Europe or have German license plates? The Secret Service vehicles that travel with the US President are based in US with Washington DC or Virginia license plates so they follow US laws.
