i tried it on PS3 few years ago, was playing on Punisher Mode and literally had no bullets, because, Punisher Mode... the cutscene still went normal, just like here

Maybe a game development mistake made by the makers
They could have created an alternative scene of Joel using a weapon in order to kill the guy after Ellie distracts him
I think that would have been very cool and attention to detail if they had done that.
