This is for last seasons research quests, there's a vex conflux you interact with that spawns them. This one was for NES006.
Yeah, I think when I teleported to that area, I saw someone interact with something, and then they just appeared. I faced them again about a few days later.

I don't know how to activate it, but I know that it's on Nessus, either in Watcher's Grave or the other location North Of The Map.
