When the fob is facing you, push on the release button and turn counterclockwise. It will release the button. Remember the position for smooth reassemble process.

I had this issue when I wound the tension with two rotations, so took it apart again and just did one rotation when setting the tension and it's perfect now.
Using WD-40 is not recommended in case this goes onto the circuit board of the key which can cause damage. If the key is not flipping is generally due to a bent spring which will need replacing.
I ran into the same issue and it took a while to find the answer. You need to take the battery cover off first. In the right-angle corner of the key ring there's an indentation for a flat screwdriver. Use that to pop the cover off. Remove the red rubber covering the battery and pop the battery out. On the back of the Toyota flip key fob there's an oval Toyota logo sticker. Carefully peel this off and the screw is underneath it. Take the screw out. At the bottom of the fob where the battery cover was, you'll need to again use a screwdriver to pop the bottom open. Then follow the rest of this video. Reassembling, the cut part of the spring fits in a little notch that you'll see. By the way, the Toyota Fob takes not quite 1 rotation to tension. In reality, my tension was fine but there was so much dust and dirt that the key was getting caught. There is another video I found. I have the same. There's definitely tension in the spring now but pressing the button doesn't cause it to flip up. I have definitely tensioned the right way as the key flips up when I take the plastic pieces apart again.

The ones that dont have a Screw- theres a battery cover on the back of the key u just pull off and the Battery and screw is underneath
