I'm beginning to wonder if that fella is ex military and felt some kind of reassurance being near the guard. He quickly moved when gesture to in fact he actually asked the guard if he wanted him to move further away. I don't know. Also, it was refreshing to have the "incident" at the beginning of the clip instead of the end for a change.
did he approach the horse and guard no, did he touch the horse, no, did he want his picture taken no, he was better behaved then those tourists, rather have a conservation with him then those tourists, seen worse things at horse guards then a man\ in a wheel chair, when he got out of the chair didn't look drunk to me

I’m with you. There are other reasons to stumble a bit when standing. He could have Parkinson’s . I have a neuromuscular disease and stumble and sometimes fall. It has nothing to do with intoxication but I have been looked at like I was drinking. I carry around a metal water bottle because my meds make my mouth dry. It has water. People should never assume what is going on without talking to the affected person.
Yes, the guy was drunk, but he wasn't in the box or trying to take a picture. He was just sitting, might I add, not even close to the white line. In fact, he was sitting in front of the black wrought-iron fence. Even though the title says he was drunk, we have no proof of that. Maybe he was just tired of wheeling or pushing his wheel chair around, and he wanted to take a break OUT OF EVERYONES VIEW THAT WANTED TO TAKE a PICTURE While admiring the horse and guard. So now you have THIS guard who let's people stand in the box, stand or straddle the line and very seldom tells them to MOVE!!!!. Now he's big man on campus and uses the horse to shoo the man off and to make matters worse here come the police to confront him and he's even further away from the guard. Now my point is why don't you take that SAME DISGUST, frustration and anger AND ENGERY TOWARDS THE TOURIST and use your horse, like you did to that gentleman. because he is a war trained horse and they do have a different type of temperament towards people approaching them and their Rider. They are not there for petting like at the zoo or on a farm. They are Military trained soilders as well. They are actually working soldiers along with their human handlers. So Respect the boundaries. So if the tourist won't respect and the guards won't enforce, then the only alternative is to start fineing the guards and maybe they'll start enforcing the new rules.
According to the vid creator this "SHOCKING, stubborn DRUNK man did not move....WRONG...he moved as soon as the guard came close to him, also, how do you know he was drunk? are you assuming?
