I know of a singular homeless person who sleeps in a secret spot, keeps his belongings at a controllable minimum and walks each morning to a very busy tourist area, where he spends the day picking up the constant flow of garbage generated by both tourists and the local homeless population. For this, he is kept well fed by the local businesses. He is quiet, extremely polite and unassuming. He will accept no more charity than he can immediately benefit from.
The Mayor of Santa Monica said that 96% of the people living on the street are not originally from LA County. A large number of homeless all over California are not originally from the State. California is said to have one third of the homeless in the US, many come because of the weather, tolerance, and benefits. We need to send these derelicts back to their homes and families to get our own people off the street and reclaim our state.
