The President already instructed all security agencies MUST work together. If a General has problem working with NSA, then s/he should be immediately removed. I mean if you can't listen to the NSA how can you even listen to the President.

In the chain of command the service chiefs report to the Minister of Defense, not the NSA, the NSA reports to and advises the President on all National Security matters, especially foreign policy security issues
