You can get these nods from Prapor for only 2 packs of apollo cigarettes. Also, you CANNOT PREIVEW NVG's in hideout. That's just a weird hideout function that exists whether you have nods equipped or not.

nightvision doesnt work properly in the hideout, you should consider going into an offline raid for a more accurate showcase of the NVGs
