FYI, ID does have healthcare & social security systems called the BPJS, which is quite new compared to those in more developed countries. Still, a big chunk of the population work in the informal sector. For them, joining the system is voluntary. Lower income families do get healthcare & education support from the government, but the actual execution varies between one provincie and others, between one island and the other 6000 inhabited islands spread across 5000 kilometers.
In JKT for example, tuition fees for public elementary & middle school (9 years) are free for local residents.
