As being a prior enlisted, can you use a letter of recommendation from your ex commander or did you get one from a senator or congressperson?

So is the process for OCS always: 1) Packet and Board Interview 2) MEPS? Or do people sometimes go to MEPS before their Board interview? Much thanks
