A good tell for 4.5 is the 3rd's and 4th's, as well as dink rallies. This is definitely 4.5, and really, any national tournament medal match is going to be on the mark for the bracket, if not better (sandbaggers). Lot's of 3.0's will say they could beat these guys, but, lol...no,.
It's amazing how different tournaments have varying levels of play within number levels. Just because it's the US Open doesn't mean much. I played a Men's 3.5 tourney in Hiawasse Georgia a couple months ago in the same age group and just about all the teams had this same skill level. The 4.0 level teams were much better than this. Just sayin'...
You absolutely could be right, as lots of places have localized great players. This is a great tournament to gauge from though. Maybe you can share some video from your area.

Winning team's footwork, positioning and ready positions were a bit better. Losing team seemed to be relying on their athleticism. Very instructive.

I agree it isn't the best 4.5 match I've ever seen, but it seems to me that they did have the skill sets to compete at the 4.5 level.
None of these players are at the 4.5 level. They aren’t even close. 4.5 is close to a pro level.
