Sova wants everyone in the protocol to be on even footing and to know about each other, but Cypher avoids giving information about himself most likely as a way to prevent his colleagues to become targets of the individuals Cypher is hunting outside protocol missions. Sova and Cypher do have a little feud going on, but it's just some collegial banter, they don't hate each other.
