Do you have that specific key assigned to another function in the game? Since that might interfere with it. If not just try pressing "esc" key or "enter" and just check to see if it works or not.
Hey, you did saved the notepad file right? with "ctrl+s". If you did then try once you're in game with " alt + ; (semicolon) ". It should work cuz I've algo got all the dlcs.

Try doing it in borderless window mode and see if it works. Also make sure you don't have any mods installed that interfere with the command console.
Also it might be a different key depending on your keyboard so try every key or try some combinations like ctrl & + or ctrl & ~.
