What he said is that Ukraine is allowed to use US supplied weapons to attack any Russian military facility that launches an attack on Ukraine no matter where that facility is located in in the Russian Federation! This means that Ukraine can strike Russian airbases in the Caspian Sea area from where they launch Tu-95 bombers carrying cruise missiles! This is a game changer!

Ukrainian apprentice fighter pilots are currently undergoing accelerated training in France for six months, instead of the usual 18 months. For Sweden, the shipment of JAS 39 Gripen fighters to Ukraine has been suspended. However, the training of Ukrainian pilots on these aircraft began as part of a familiarization program.
