Store wide sales on my eBay store work the best for me. If its a rare/unique item I do not promote it, if it is a common item I will start at 2.1% and go up over time if its not selling.

If you have a solid buyer base i wouldn't worry about impressions. Most impression are just people clicking through. 90% of those weren't gonna buy anyway.
Also, if an item is getting alot of attention it will be classed as a popular item and will usually get pushed up the line regardless of promoting.
I used promotion to gain a base of followers and buyers, once that was in place i just do no promotion to 2% - 5% depending on item popularity/pricing. I sell trading cards and collectible figures/statues

I quit promoting when Ebay traffic reports regressed from bar graphs with detailed pop windows to a rudimentary line graph. It was at this time I noticed a massive surge in the percentage of sales being charged promoted rates, despite only a few percent of my page views being promoted. Ebay will definitely play with your emotions when removing promotions. Your impressions will be cut in half, but my sales didn't change. Keep I'm mind that Ebay will tally an impression if you're number 150 of 200 on a page and your item is never even visible on the buyers screen.

I've stopped promoting unless there's a lot of competition and I'm not the lowest price. I start promoting at 2 percent when I'm relisting an old item, then I'll go up a half a percentage point (in conjunction with lowering the price) every time I relist that stale item over time up to a max of 5 percent. Then it's time to figure out another way to get rid of whatever that item is that no one wants.

I promote at either 2.1% or 0%. My train of thought is that a decent item at a decent price will sell, promoting just increases the velocity which it sells at. If you're needing to use the suggested ad rate you're in a saturated market. I'm only a very part time everything seller who's not dependent on ebay money.

video games, niche seller with 1000's feedback. If it is a rare item, I do not promote it, I let the item do the work. I have some listings I want at the top of the search at all times due to stock being replenished on the listing, which also leads to multi-buys, I have gone as high as 17% on this one listing like this, the caveat being my average order size is 3 on that particular listing. As a semi-professional piglet greaser and competitive Boy Scout jamboreeist, I face different challenges. Especially now that county fair season is over. Do you have any idea what it like going from door to door offering to pitch tents and grease piglets during the off-season just to make ends meet? Oh, that reminds me, I'm now under court order to inform you that I am a registered - no?, just in my local community? Then never mind all that then.
I pay eBay's blackmail fee just enough to keep them out of my way. I sell in a niche composed mostly of action figures and their related comic books and other merchandise. For me, as long as I have a few items selling at a rate of 2% I can keep growing, but before I relented, my sales were firmly suppressed to 1/12th of the level they are at now. My margins are too narrow to promote more items or at a higher rate. I'm also a sicko demented seller who actually cares about keeping my items in fiscal reach of my buyers. I want the kids to play with the items and toys that I couldn't afford when I was little (I didn't know that being live buzzard bait was a poor supplement to my zero $ income stream when I was a toddler. But after 20 years of rope burns and BBQ sauces rashes, I finally learned).

I’m like yourself I sell everything anything I can make a profit on I’ll sell it. I’ve never liked or done promoted listings and touch wood my sales are steady with multiple sales per day.
Take yourself back 2 or so years ago and there was never a option to promote your listings and everyone was on a level playing field and now it’s almost like who’s got the most coin or the most listings or just who’s willing to make less per item with the highest promptings etc to compete it’s just greedy and needy from both sellers and eBay. What’s the next money grab from eBay? I’m sure it’ll be something..I think it would be interesting if everyone turned off promoted listings and see what happens! For most resellers including myself..if we just lowered the profit margins on our items themselves (without prompting) we’d probably sell a lot more. Eg list an item for what your willing to get for it rather than what your wanting to get for it!

My sweet spot is 7%, I’ve dropped below over the years, tried many different things, but sales suffer. I suggest you’ll need to find your sweet spot by keep trialling thing, you’ll just need to leave it for awhile to get the correct data.
I definitely wouldn’t use suggested rate personally but that may be your sweet spot who knows… obviously impressions will drop when you drop percentage
For some insight, I have around 7.5 million impressions in 30 days and only around 26,000 actual clicks and a lots less actual sales obviously, I have 750 listings, list 10 items 5 days a week and usually none on weekend and make around $3000 a week at the moment.
I pay flat fee of 10.7% for my store so 7% still keeps me under 20% and my average is actually 14% so not everyone clicks on the promoted.
Be consistent with your listings and try to find your steady promoted figure and leave it for a month at a time to give it time to adjust.
Goodluck and hope that didn’t seem preachy, just after 18 years doing this I’ve tried every thing multiple times!
