This is inaccurate. As stated on page 5 of the rule book; *Combinations of the same resources are used to obtain developments. A player can only make one combination of Identical Resources in a single turn (unless the King's Aid event is active)*
Although Resources 4, 5 & 6 are all Blue (Uncommon), they are all different resources.
(4) is Coffea Arabiea --- (5) is Gossypium Hirsutum --- (6) is Saccharum Officinarum

You don't need to have 3 five to buy a developpement card, 3 blue is ok regardless their number.
