I would measure from the top of eyebrows to how high you want it to stand on their head and then add 2-3 inches for the folding up of the brim. Whatever that total length is, chain an amount that is that long. Does that make sense?
There is no set amount. Measure the head circumference of the person. The make a number of rows that equal that number in their height from first row to last row be sure to account for stretchyness of your yarn. Might want to stop an inch before the circumference measurement. This way you can use any yarn. Let me know if that helps or if you still have any questions!

Are you asking about the yarn or the hooks being used? The yarn is worsted weight and hook is 6.5 mm I believe.
