I trap minnows frequently and I use a handful of floating catfish bait wrapped in some stocking material and placed in the minnow trap. In half an hour I generally have hundreds of minnows in the trap.
In ponds and I meant floating catfish feed as in pellets not bait. The pellets send out the fish oils that really draw minnows. Usually in about five minutes the water is boiling with minnows trying to get into the trap. It's necessary to wrap the feed in hose or similar mesh to keep it from floating out of the trap. The trick is to find a body of water with lots of minnows. There's a public pond a few miles from my home that's filled with millions of red fin shinners and I've stocked them into the small lake next to my home as food for my fish. The red fins are active swimmers and are also very prolific so there's always large amounts of them present.

I sat them in the same hole because I wanted to see if the minnows liked bread or hot dogs more. It was just a test. I like to see minnows before I set my traps. I will walk along the creek and look for minnows. They could be hiding, but normally you can see them if they are in there.
I know this video is old but maybe you should have counted them by weight! I would love to see how you deal with catching minnows in more technical areas like rivers.. All I seem to catch is is crawfish and a little bluegill or two when I put it in a river by some fallen brush
Another thing to consider is the chemicals in processed meats can kill minnows within hours. I experimented with this a couple years ago. I fed a tank full of minnows one of those beef sticks you see at gas stations. I ground it up into tiny pieces. The next day the entire tank was dead. Another thing is, many "minnows" are really fingerling game fish. The DNR considers these game fish and size and number limits apply.

Try one test using tuna fish in can. Use tuna in oil. Poke holes in it with knife. A kid showed this on his RUclips video and it worked when I couldn't get anything else to work.

Feed store, tractor supply or in a pinch the local fish store should have some pond pellets for koi.
