The universe gives you free will to say no, whenever you want. So therefore some folks will miss out on it this time around. It will come back again though, in the next life. It is possible to miss out this lifetime but not forever. Usually we say no because we feel we are not ready. The readiness part is up to us. That's why we should always be trying things that are not in our comfort zone.
