The Royal Family had nothing to do with the Bowes-Lyon Family decisions. The parents of these children made decisions on how to care for them in the best way possible for the time period. Queen Elizabeth 2 had no control over any of that. Please remember that even today, there are people who cannot cope with being caregivers to family and the effected person is best served in a proper facility.

My best guess is genetic. The British royal family, even up to Queen Liz 2, was very inbred. Just not Hapsburg levels of inbred.
