Nah, Vegeta wasn’t regressing in saying he wanted to beat Goku. He wants to be the one to save Namek and revive the Namekians. He wants to do that before Goku can. Beating Moro is also something he wants but personally his higher priority is reversing what Moro did to Namek, which is thematically carried through with Forced Spirit Fission. In fact that’s why he was so focused on learning that specific technique.
