Food stamps have NO RFID ie tap to pay. No chip and pin. Etc. It's tech from the 60s it's why we made chip and pin for credit cards. But EBT benefits don't have credit features

Solution in the meantime until getting switched to chip cards or even better adding digital version smartphone wallet: => utilizing 2 step verification through authentication app for one time access, then blocking any transaction until next try. Also, if anyone tries to use stolen info, and the actual user does not recognize attempt using the account, then can be blocked by just replying no, then filing fraud report by calling or through the app if available.
