i've heard that sometimes the seller will lie and say they have a pending offer where the other competitor is going to pay in cash just to rush your offer, and if you're excited about the home, you're likely to offer over what you would have initially liked to. Not sure if this is true, although it sort of makes sense since if a seller actually got a deal like that, why would they be accepting other offers or telling their other potential buyers about that offer.
