My grandfather was a Civil Defence warden here in the UK in the 1960's, in a rural village about 10 miles from a nuclear submarine base that would have been allocated at least 3 megaton-class weapons by the soviets. Warnings were by a hand-cranked siren (electric in towns and cities) or pyrotechnic maroons, including fallout and chemical attack warning, plus all-clear advisories. The cold war era siren at the submarine base is still used for radiological incident warning and is tested every monday - it caused a few issues when it accidentally got set off at another time, several locals downed their potassium iodide tablets, but most just ignored it!

But also, there's a German mockumentary on RUclips called Der Dritte Weltkrieg, which you can find and English version of, perhaps you could react to that one too, it presents a similar nuclear war scenario, but during the end of the Cold War. SLBM's, you're really kind of screwed, as we're talking 5 - 15 minutes warning - all to the Pentagon, who have to then warn the POTUS wherever he is, get authorization for activating the EAS, figure out what to tell the populace beyond "you're fucked", initiate war plans and alert recovery agencies and well, a shit ton of other steps before an EAS broadcast alert will be sent. More realistically is around a 5 minute warning for ICBM's and a warning after SLBM detonation. This scenario makes about as much sense as the conspiracy theories that governments want to get rid of taxpayers and workers, because economies work better without customers and workers or something. Only major population centers attacked, leaving nuclear bases intact to reply in kind. Amateur night at the opera, cheaper to go to a karaoke bar. At least you can get drunk there to better withstand the noise assault...

The only part of civil defense that was fully phased out was the antiquated shelter system that was already obsolete by the time the original EBS was fully implemented and automated and the plans for evacuating cities was also shelved due to the higher fatality rate than sheltering in place would bring. And despite complaints about its lack of resiliency, our power grid is still fairly resilient - we literally took over a dozen EMP events from geomagnetic storms just yesterday. Storms powerful enough to push the aurora down to Pennsylvania, where I can't see it due to cloud cover. :/

Suffice it to say, subsequent reporting didn't contain bomb damage assessment and guidance correction information, but did have the reporter's eyes looking offscreen to one specific spot to see if he could report some items... My wife and I were hysterical in laughter at that, as even she figured out their highly accurate impact coordinate reporting in realtime was a really, epically lousy idea.

It's a weird CEP guess by the folks that produced the video. The actual warhead impact point can't be precisely determined in advance, as MIRV warheads are released with countermeasures devices to mask their approach - basically looking like hundreds to thousands of warheads coming in all along the approximate path of the incoming warhead - while the warhead MIRV itself is randomly changing course to avoid interception. That said, we'd know if say, Philadelphia was targeted fairly early on, as the laws of physics give way for no man, but we'd be uncertain if say the Navy Yard is the target or the old DPSC center was targeted, which are only a few miles apart and decidedly not 300 miles away. 88.0MHz and 108.0MHz aren't valid FM broadcast frequencies, FM radio receivers won't tune those frequencies. FM broadcast channels are on 200kHz increments with a 100kHz offset (i.e. 88.1, 88.3, 88.5, etc). Also "mHz" is an incorrectly capitalized abbreviation, that would be millihertz rather than megahertz (MHz).
If I hear the EAS I'm just going outside to watch the show since I'm less than two miles from the center of a USAF base with four airstrips capable of handling C-5s much less intercontinental bombers.

Along with these there will be 12 balloons chaff and other counter measures so each ICBM doesn't make three targets on radar but closer to 20. Your counter measures don't have time or ability to figure out the dummies so all 20 have to be destroyed. The three real IRV's will air burst at the corners of a city, forming a "mach stem" which is like a double shock wave over the ground that then will converge again with the other two warheads and will all converge to totally destroy the city. This is much worse then say a big 10MT dropped at the center. These weapons are inhumane, insidious, and TOO BIG for a planet of this size. Also the fall out will be very bad for the first 6 hours depending on wind and if fall out rain is formed. For the first week, you will want to stay inside until the Iodine-131 decays down. Iodine will form water souble salts that will get in the food and water. And if you survived all this you will envy the dead.
More of a wishful thinking. Soviet ICBMs were plus minus 100km. It's not very realistic that they could chose specific parts of a city. Would be lucky if one of them hit somewhere near city. That's why you have 80 warheads aimed at London. Also, the aluminum balloons don't matter much as the terminal guidance for the kinetic kill vehicles is optical. This is a similar issue with Russian jets and counter measures, things like flares and chaff don't really work against optical guidance, there either is visible airplane or inst. The Sarmat 2 ICBM could carry a modernized Tsar Bomba type device, but it would be a waste of a nuke unless you used it solely as an EMP generator. I think they would prioritize hitting our missile silos, and deafening and blinding us to additional attacks so NORAD gone for example. Jacksonville, FL has 3 major naval bases. NAS Jacksonville home to the nations sub hunter fleet. Nas Mayport , home port of a good portion of the Atlantic fleet, and Naval Base Kings Bay - home to most of the submarines of the Atlantic fleet, it is also where the navy trains all submariners. jacksonville is a huge target.

The Sarmat 2 ICBM could carry a modernized Tsar Bomba type device, but it would be a waste of a nuke unless you used it solely as an EMP generator. To optimize its use a smaller nuke would be used to preionize the atmosphere then the tsar Bomba strength device would be used. The tandem hit would cover most of the north american continent with a multiple MV per meter pulse. Most likely they would just use direct hits with multiple and much smaller devices though. The absolute worst imaginable hit would be a smuggled low Mt device on a barge buried in lithium cobalt oxide battery material. That would create large quantities of radioactive cobalt that would completely poison the water and rain down extremely potent fallout.💀💀💀

Granted recent events are cause to question Russia's military leader's intelligence, but even so I'd expect at least a little better attack than this. I think they would prioritize hitting our missile silos, and deafening and blinding us to additional attacks so NORAD gone for example. Then military bases, DC, military industrial and other large factories. Then start wiping out the population in general. Pretty much everything they have would be launched in about the 15 minutes it would take for us to start trying to do the same to them. I'd kind of expect attempts to use EMP against GPS and similar satellites in space. Something working in a favor is corrupt military commanders have probably taken many missiles to the local chop shops and auctioned stuff off on E-Bay🙂
Seeing Russian weapons at work though, I guess maybe they do lack the ability to target accurately so maybe they would just go for cities bigger than the broadside of a barn.
