1 tip, you won't be able to get 35 3 stars, I'd target for maybe 12-14 but even that extreme, but you wanna get people that can help you win more first year.
You can generally get 20-25 at minimum if you know how to use the interest system, search for only "open" recruits, and cherry-pick ones that are only halfway through recruitment progression in the little white box in the botton right. If any team shows any interest before you can put any hours at all, then drop them, if you can even put 10 hours you will generally become number 1 on any player after a couple weeks if you follow those steps
I have tip for you that I am not sure if you know or not. On the view roster tab (not depth chart) you can press triangle on the players and see their dev trait. Going from Normal to impact to star to elite. Elites normally turn out be 99s sometimes as early as their sophomore year. On that same screen you can see their attributes and how far they can progress on them. For example you may have a receiver that has maxed out his speed but you can see that his catching stats can still go up.
Uhh some advice I think the rough strat with recruiting is basically send house until you can deduce what the player's priorities are and then swap to hard sell. However, Rice is shit in some categories so just full sending house may be better. Additionally, there are limits to the number of hours you can spend on a player. You can do more than just send house if you want. Also make sure to schedule a visit after the player chooses their top 5 schools. I think coaching tree wise I'd prob go like recruiting and I think talent development or smth. Seems most useful in my opinion.

Pls send scholarships to all recruits. You can take them back when removed from list. Look at ATH have good physical especially gems. Make sure you recruit in your pipeline and watch out for higher tier pipeline teams (blue and pink). Next year make sure your coordinators cover your weak areas (whichever route you take on your HC).
Another tip is to recruit speed, 95-100 speed are Absolute killers, close to no corner would have to speed to cover them, and you can bomb them deep almost everytime. QB also if you have a 90-99 speed QB, they have a better chance of avoid the very tough rush.
